Roskomnadzor initially slowed down the speed of the social network Twitter on 100% of mobile and 50% of stationary devices, according to the agency’s website.

This is due to the published on the platform calls for suicide, child pornography and information about the use of drugs. Roskomnadzor also threatened Twitter with blocking if the service continues to ignore “legal requirements.”

The department sent over 28 thousand initial and repeated requests to remove illegal links and publications, but as of March 10, 3168 such materials were not deleted. Among them there are 2,569 publications calling for suicide by minors, 450 – with child pornography, 149 – with information about drug use.

“With the aim of protecting Russian citizens and forcing the Internet service to comply with the legislation on the territory of the Russian Federation in relation to Twitter, since March 10, 2021, centralized response measures have been taken, namely: the primary slowdown of the service’s operation speed in accordance with the regulations. The slowdown will be implemented on 100% of mobile devices and 50% of stationary devices,” the message says.

“If the Internet service Twitter continues to ignore the requirements of the Law, the measures of influence will be continued in accordance with the regulations of response (up to blocking) until the calls to commit suicide by minors, child pornography, as well as information about the use of drugs are removed “, – warned Roskomnadzor, without specifying what specific regulations are in question.

Around 10:38 Moscow time, complaints from Twitter users began to arrive, according to data from the Downdetector service. The majority (78%) of users report problems with the site, 21% have difficulty logging into their account.

From February 1, social networks must independently identify and block illegal content: child pornography, methods of making drugs, weapons and explosives, messages about unauthorized actions and rallies, as well as obscene language.
