Inspectors of the road patrol service, Konstantin Kalinin and Vladimir Makarov, who filed an accident near the Perm University, were the first to arrive at the shooting site at a university in Perm and neutralized the attacker.
Interior Minister Vladimir Kolokoltsev decided to present the traffic police inspectors, junior police lieutenant Konstantin Kalinin and police senior lieutenant Vladimir Makarov, for state awards, according to the Ministry of Internal Affairs website. The corresponding submission will be submitted to President Vladimir Putin.
Kalinin and Makarov were the first to be at the Perm State Research University (PSNIU), where first-year student Timur Bekmansurov arranged shooting from a smoothbore gun. As a result of the attack, the Perm shooter killed 6 people and wounded 19 people.

“The first to arrive at the scene was the crew of the traffic police regiment. Police Senior Lieutenant Vladimir Makarov took measures to organize the evacuation of citizens, and Police Junior Lieutenant Konstantin Kalinin proceeded to the university building. There he saw a young man with a gun in his hands, who was moving towards him. The policeman demanded to drop the weapon, but the attacker shot in his direction. An employee of the State Traffic Inspectorate neutralized the offender using a service weapon. After the attacker fell, the policeman ran up to him, recorded his movements, removed the gun, cartridges and knife aside and began to provide first aid, ”the Interior Ministry said in a statement.
“In an extreme situation, Konstantin Kalinin and Vladimir Makarov acted decisively, competently and harmoniously. <…> This made it possible to prevent more serious consequences and prevent new victims”, said the official representative of the Russian Interior Ministry, Irina Volk.
The authorities of the Perm Territory decided that the families of those killed during the shooting at the university would receive 1 million rubles each, the wounded – 500 thousand rubles each. Funds for payments will come from the reserve fund of the government of the Perm Territory. Those who were injured in the incident, the authorities will pay 100 thousand rubles.
Fundraising for the victims has begun in the region. Everyone will be able to make donations to a special account in the Perm Regional Fund for Social Support of the Population through ATMs or a banking application on a smartphone.
Earlier, the Investigative Committee said that the shooting killed six people, 28 injured. Some are in hospitals. According to the Federal Center for Disaster Medicine, medical assistance is provided to 24 victims, 19 of them have gunshot wounds.
The attacker, 18-year-old Timur Bekmansurov, was wounded during the arrest and is in the hospital. The Investigative Committee opened a criminal case under Part 2 of Art. 105 of the Criminal Code, which provides for a sentence of imprisonment up to life.
According to the administration of the university, at 11:00 local time (9:00 Moscow time) Bekmansurov entered the university building, but opened fire on the street. The teachers asked the students to lock themselves in the classrooms, and those who were on the street to leave the territory of the university. Some students jumped out of the windows after the shooting started. In the first minutes of the attack, the attacker killed one of the guards standing at the entrance, which is why the alarm signal was not immediately received by law enforcement officers.
On June 28, 2021, President Vladimir Putin signed a law raising the minimum age for acquiring firearms and tightening the rules for issuing licenses for them from 18 to 21 years. The bill was developed after the shooting at school No. 175 in Kazan on May 11, 2021. It was arranged by a former student, 19-year-old Ilnaz Galyaviev. He entered the educational institution through the main entrance with a gun and opened fire on students and teachers, killing nine people. Galyaviev acquired weapons legally.
The law comes into force one year after publication, some provisions – from January 1, 2022.
