The police will not conduct an investigation with the appointment of expertise.
The precedent was a complaint from a grocery store in Moscow’s Lublino district. The district authorities came to it with a check. A salesman without a mask was working there.
The store was fined 100 thousand rubles for non-compliance with the rules of behavior in the introduction of a high alert regime. The store representative did not agree with the fine and decided to contest it.
The complaint pointed out that the district court had not appointed an expert examination of the photo and had not questioned witnesses. The Supreme Court agreed with the conclusions of the district court. To establish guilt in this case there is no “need to use special knowledge in science and technology,” the Supreme Court ruled.
Earlier, the Supreme Court considered being in a store without a mask a significant offense.
